Certainly interesting that it was that far off. Speedos are calibrated by altering the strength of the spinning magnet inside them. Amazingly enough, this is done by magnetically pulsing them while they are still in their housings. It's an iterative kind of thing and I've watched it being done: Pulse, check..., Pulse, check..., Pulse, check.... It's quite an art. To get yours fixed, you have to find a speedometer shop that is used to dealing with VDO speedometers. Our local place won't touch them because they don't understand the european calibration scheme. American cars all use a system of, IIRC, 100 turns per mile.
