The modulator adjustment mainly controls when the trans shifts, not how it shifts. The harseness is controlled by the accumulators inside the trans. These are "shock adsorbers" for the clutches and bands in the trans. First thing I would check would be the trans and motor mounts. I have seen a lot of these loose. My parts car had one nut missing, and the other stud stripped when I pulled the trans out. I have checked and re-torqued all mounting bolts on the transmission as per your suggestion some time ago.
