That's not the kickdown switch, that's the vacuum modulator. It is normal to find a small amount of black oil in that line. It consists mostly of condensed oil vapor from the hotter engine above. If you find it loaded up with red ATF then the vacuum modulator diaphram is leaking and you may want to consider replacing the VM.
