I had read and heard this many times, but thought that I was just doing it wrong. When I grab the rotor it moves very slightly to the right (CW) and goes back to position. However, it moves so little to the right, does not seem like 15 deg and it does not 'snap' back, just kinda moves back to position. It feels more like just play in either direction, like I can wiggle it back and forth but cannot turn it in either direction. If this is indeed the case, Does this mean a new Dist? >Did the timing change when you reconnected the green retard hose? If not, your vac advance can is broken. The timing does change. I am fairly certain the vacuum advance is good. That part was recently replaced with a known good can.
