POR-15 is the best way to handle this. IF it is not rusted through, you can do this on the bottom side for sure, top and bottom to really get it right (that's how I'd do it). POR-15 is a rust inhibitor, and moisture actually makes it stronger when it is curing (I think that is what the website says). You can paint it on and it will convert the rust as well as any moisture in the air and on the metal at the time of application. If you want to get rid of the rust first, which is the recommended way, you can use their metal prep products before going to the coating. It's all on their website at www.POR15.com. I love the stuff. I've used it on my '64 Beetle and my '70 Bus. Hope this helps.
