When you first start up the engine all the passages will be just full of air. 
Removing the switch gives a place to vent the air, so you only crank until you 
start to see oil coming out of that hole, then you reinstall the switch.

This allows the passages to fill quicker, and avoids having the air blow your 
assembly lube out of the bearings.
