I'd worry that there is something wrong about how the fan & pulley are mounted. In this group of marks TDC should be the leftmost mark. The 4 marks are 0, 7.5, 10, 12.5 BTDC. When you mounted the pulley did you notice whether there was a dowel pin in the end of it that fit in a matching hole in the face of the fan? That really has to be there in order for these parts to be assembled in the right alignment. There should also have been a Woodruf key on the end of the crankshaft so that the fan could only fit on one way.
