That's when they discover that this is a MUCH bigger job than they expected, that they no longer remember where all the wires on the original went, and that the new harness is just sort of "generic" rather than being an exact replacement. Fixing a few defects in an old harness can be a bit of work, but is almost always lots less work than replacing it.
