When you pull the green retard hose off, the idle should increase a LOT. 
Does it? If it does not, get a hose you can test with and attach one end to 
the retard side of the can (close to the dist) when you suck on that side of 
the can the idle should slow down and you should feel that the can is holding 
vacuum. If the vacuum keeps leaking "out" then you've found your problem, 
the diaphram is broken and the vac retard is no longer working.

Let me know what you find.
