[T3] My wipers are possesed

When I turn on my wipers for a swipe or two they seem to work properly
although the speed control has no effect.  If I am unlucky enough to get
caught in the rain and actually need them once I turn them on they begin to
run faster and faster and faster and will not shut off.  Once I've hit the
button to shut them off (while still driving) they slowly wind down and
eventully stop.  Strangely when they do stop they don't park properly.

 Nothing electrically worked when I got my car and although I believe I have
almost everything the way it should be anything is possible under that dash.
Anyone have any suggestions or ideas?
