I We certainly hope that your cold start injector is not firing when the key is in the "on" position. The cold start injector is intended to only run when it's cold *and* the starter is turning over. If the key is on but engine is not turning over, the ecu disables power to the fuel pump. This is a safety feature: imagine crashing the car, but the key is on and there's a gas leak. If you've rewired the pump power, then it is probably running continuously if you just turn the key to the on position and don't start the car. The pumps should whir for just a second or two when you turn the key to the on position, then it'll shut off.
