There are places that specialize in VW locks, but any locksmith should be 
able to make you a "code key." The best thing to do is to remove the 
passenger door handle and take it in. It has the code on it and is much less 
likely to be worn, or have been changed, than the driver's door. The ignition 
cylinder is MUCH harder to remove. You should still drive to the locksmith 
and test the key in the ignition before you pay for it, as sometimes they will 
work in the door but not in the ignition, depending on the wear.

I like to get a code key made for any car I buy, because I generally find that 
the keys that come with these old cars are Nth generation copies, and often 
poor ones at that. A good code key can make things work much better. After 
that, put the code key in a safe place with the key code, and use a copy for 
daily use. If you need another copy, make it from the code key, not the 
previous copy.
