They can get miswired so that they are connected to a terminal on the starter which is ALWAYS hot. This causes lots of problems and is fairly common after a starter has been replaced by someone who wasn't familiar with the system. The classic symptom of this is that you don't get the 2 clicks when you turn the key ON. If this is miswired, that wire being hot tells the ECU that the starter is cranking, so this keeps the fuel pump relay going forever, thus no second click. If the wire has fallen off the temp switch (not the temp sensor) and is touching ground then the CSV will fire any time it has power. If its starter wire is connected wrong, this can be ALL the time that the ignition is ON.
