Or it could just be the rubber line having clogged up; You should work you way back toward the MC opening the line in several places to see where things change. Try opening the line on the MC side of the rubber line. If that changes everything then the rubber line needs to be replaced. If not, it is the MC which is at fault. In a good system, fluid should drip rather rapidly out of any place that you open, including the bleed valves. MCs don't do well if left sitting around after them have had brake fluid in them. If this old one was in an inactive car for a few years it may well be shot now.
