That's the head of the bolt, and it's welded to its bracket, so you don't want to turn it. What you need to do is to look toward the rear of the car, and find the nut which sticks out under a small cross shaft just short of the fan housing. You can get at that nut with an open end 10mm wrench, but you have to keep flipping over the wrench. Loosen it only enough to allow the dist to be turned. Note that this nut does NOT have to be very tight.
