The hydraulic force is more than enough to push the pad in, but the retracting force is just due to the deflection of the rubber seal in the caliper and is quite small, so the outer piston pushes, but it hasn't been retracting. What you are seeing is typical for a stuck piston and the only fix is to rebuild or replace. I strongly recommend that you rebuild them, unless you know that they are not OE calipers already.
