If you press hard on the pedal and hold the pressure constant, does the
pedal slowly move downwards?
If so it could be a worn bore/seal in the master cylinder.

Might be interesting to check this, the rear brake shoes. I once found a
simular problem was caused by cheap rear shoes, the metalwork of the shoe
was actually bending at the point where it enters the adjuster and wheel
cylinders.
