I can get it to start without exception by tapping or > wiggling the VR. Intermittent starting problems can be relieved by improving a contact here or there, replacing a tired battery, fitting a voltage drop relay to the solenoid etc. However that's often not really the true fault. It is more likely to be caused by worn starter motor brushes, weak springs, dirty commutator or poorly lubricated starter gear. Even if the motor doesn't sound as if it's turning, it has to conduct current to make the motor inch over to pre-engage. Poor brush contact with the commutator can prevent enough movement of the gear to allow the main solenoid contacts to operate. Often this is the reason for not the starter not working after a break in a fast hot journey, but it can also happen at other times. Dave.
