Unless they balanced the wheels by grinding off metal somewhere, balancing 
beforehand wouldn't give you any benefit. I'm not sure where a good place 
would be to remove weight by grinding might be, but you would need to worry 
about which parts could do with reduced strength.

I'm intrigued by the thought of someone being able to weld up wheels on a 
custom basis; this sounds like a great idea, but we would want to be sure 
that they have the skill and equipment to make sure that everything is round 
and true when it's fininshed. This strikes me as quite a subtle undertaking 
and is probably out of reach of most small shops.

Perhaps there are small machines that can bend the center disk to 
straighten and true the wheel after welding. Does anyone out there know?
