I doubt if CA has any choice, I suspect that once you hand it over to CA they 
send it back to AZ and wait for confirmation that there is no problem with it. If 
AZ complains, that complaint will bounce back up the line to you eventually. 
Getting them to mail it is the easy answer. I don't think the 20 days is really 
a problem, just make sure that the dates on the title don't show a delay 
larger than 20 days, other than that, they have no way of knowing when you 
actually brought the car in.

BTW, 20 days seems awfully short to me. The states I'm familiar with say 
60, I think, but CA can certainly make whatever rule they like here.
