If anyone has another solution, please let me know! The standard technique for what you want to do just uses a paper cuff laid in the crevice between the center disk and the rim. I would expect this to work with powder as well as it does with liquid. Maybe I don't understand the problem, though. I think it is likely that even the OE two-tone wheels were painted totally black and then given a contrasting outer coat. Is there any reason that you can't powder coat one color over another? Does the first coat remelt and mix with the second?
