What you describe sounds normal.  I don't *think* there is a rubber boot there
(I could be wrong...).  The important thing is the condition of the connection
(the metal contacts and the wires themselves).  It's worth unplugging,
checking over, and smearing on a tiny dab of grease onto the spade connectors
before reconnecting.  

Patiently wait for the car to not want to start again.  Keep your ear tuned
for the whirring of the pump every time you start it (condition your ears to
know what sounds normal).  You can also feel the relay clicks like Jim
suggested.  Next time it won't start, listen for the whirr of the pump, and
listen/feel for the relay clicks.  If the relay is giving both clicks, get the
test light out of the glove box and look for power from the relay where the
single red wire comes out.    

Don't try to get ahead of these steps.  I've had some bizzare no-start
problems myself, and I got through them only by approaching the problem in a
very systematic way, and by getting a lot of help here :)
