I vaguely recall noticing this. I just thought it was water blown up out of the groove. It might just be the driver's persective, so you would have to ask a passenger about it. Greg's thought about road crown also has a lot of "merit" because this might well affect how water collects in that groove. Thanks for the clarification on "mudguard;" I just didn't get that at all.
