Your valve is not stuck, But the adjusting screw is
frozen, you may need a new adjusting screw or take the
old one out and clean the threads good on it. To do
this you need to take the rocker arm assy off the head
to get it where it can be worked on, after cleaning
the screw put the rocker assy back on and adjust the
valves. Phil
