If that's the main problem, it's hard to imagine fixing it with some new
foil, as the fibers will continue to deteriorate and work their way out
anyway.

I removed all the original insulation and replaced it with some foil-backed
cotton rag insulation bought from JC Whitney. Cut it larger than the lid,
trim off insulation to leave a flap of foil all around, button it to the lid
(I used upholstery adhesive as well; if you don't want to remove the topside
insulation, skip the buttons -- but pull 'em out and save 'em for later!)
and tuck the flap in around the edges.
