this is pretty much impossible if what you mean is "XYZ RPM all the 
time stable". remember that even with today's much more modern 
electronics and engine management systems if you listen closely they 
hunt around a little and stumble a little, too.

the only engines where i always notice completely stable RPMs on idle 
are - diesels.
