              Everett, I have done this on my 67. I 
drilled out the spot welds, removed the bracket and
used a die grinder to smooth the broken spot welds from
underneath. Then I took the good used one I had, ground
it smooth as well (this one was not drilled, but I ground the spot welds through on the "donor car"), then
used the shifter bolts to hold the bracket firmly in
place and welded it using rosette welds with a mig
welder. Worked well, looked factory and was HELLA
strong. You could, of course, simulate the same process
with oxy/acetylene.
