It is POSSIBLE that this spark did not make it at higher RPM, when the 
dwell time was less. If this were the case you should have noticed the engine 
missing while driving on the highway.

This is your cold start jet. There is no harm in unplugging it when you take it 
in for the test. It IS possible that it has been wired up wrong and is running 
all the time, but this usually makes a huge difference and you should not 
have passed the idle test, plus your gas mileage would have been really 
awful.

Anything is possible, but they don't tend to give problems.

Was your replacement a correct Bosch part? If not, it may not have the 
correct flow rate. This could well be the problem.
