[T3] hesitating, fuel supply?

How do I test for fuel delivery issues to the carbs? Can I test for
low fuel pressure, or partial float bowl filling?
For the last year I've felt a very slight hesitation at low RPM
cruising, most people wouldn't notice. Lot's of tune ups and new
everything from the main seal forward, it was still there. But the
last 50 miles back from Parma the hesitation got worse, anytime I need
power: climbing hills, accel. fast.
At WOT everything sounds great, but there's no power, it's like I have
no compression (or no fuel).
Since the return I've done an oil change, valve adjust, timing
(Pertronix points), Carb synch etc. Everything is the same as always,
nothing to adjust. I tried Keiths trick of revving up the motor and
blocking one carb (32 PDSIT's) to help clean plugged jets. I rebushed
and rebuilt the carbs by the book several years ago, and run two
inline cheopo filters. Ideas?
