Mine does this all the time as well, I have been told that this is "the way
it is" with the d-jet system.

Have this happen too, well no smoke, and it happens all the time...also "the
way it is" Well I think its the same thing, its actually pretty tire some to
drive in town. Its almost like there is no change in the fuel from the d-jet
system until a higher RPM is reached...perhaps its throttle position though.
On mine this is what happens if I open the throttle with my hand.

crack the throttle a little, get an increase in rpm due to the accelerator
pump action of the TVS, then the engine slows again. crack the throttle a
little more, same thing, again same thing, again same thing. It does it
while driving as well which is really annoying to drive, at least compared
to my bug with carbs. You basically have to WOT the thing if you want smooth
acceleraton from a stop.
