Dave, VW didn't start adding the lower mounting holes(in the sills) until 1966 I think. Up until that time VW used a 2 point mounting system, a kind of a shoulder only belt system as that was all that was really required. Also if you look under your rear seat, you'll find no outer mounting points for the rear either. I hope this helps.
