I believe that on a 70 it went up the side of the steering column with the TS 
wires and connected up there to the steering column bearing which carried 
the current over to the steering column shaft. The horn button makes the 
switch between the shaft and a wire that runs down the inside of the shaft 
and jumps over the rubber coupling to the grounded steering gearbox.

Do you have a Bentley manual? I think it describes both early and late 
systems. If your steering shaft is not hollow, then 70 must have been the first 
year of the late system.
