The car won't run with only 15 psi fuel pressure. Either there is a pump
problem, or a pressure regulator problem. Pinch the fuel hose with a
pair of plyers just before it goes into the pressure regulator. If the
pressure doesn't go up, then you have a pump problem. If it does go up,
the pump is OK.
