If I can't determine it I'll just assemble them with the > arrows pointing toward the flywheel and see what happens. As Russ says, put them with the arrows to the flywheel end, cos that's the right way round (every VW engine rebuild manual tells you to do it that way, too)! It's to do with the crank rotation, not the way up in the engine. Offset will be up one side, and down the other! Dave.
