I'm confused by the fact that you can drive it (with the air cleaner on) but it won't respond to throttle with the air cleaner off. I've never noticed anything like this, but then I don't generally take them for a drive without an air cleaner. I've certainly blipped the throttle lots of times with no air cleaner, however.
