We had plates with numbers only in our capitol Oslo in the 60's. They 
were like this: 12-34-56 while the rest of the country had a letter for 
each county and 3 to 6 numbers after that. They were soon outdated and 
the current system was introduced in 1971. Each DMV district has first 
two letters and a 5-number serial number. Each plate number follows a 
car from the day it is first time registered to the day it is junked.
