Possible, but not likely. Easy to test: Clamp off the line to the regulator. If the pressure goes right up to 45+ psi then the fuel is leaking thru the regulator (the regulator is on the downstream end of the fuel ring.) If it really doesn't change, the problem is on the feed side.
