I've never bothered with retorquing and never had any regrets. I don't think that VW ever recommended it either, but I seem to recall Russ mentioning that they commonly did it, at least at his dealership. My feeling all along is that retorquing was required for certain kinds of head gaskets which crush and take a set, but that, since our cars do not use any gasket there, there is no gasket to crush.
