Was this part of a RUBBER plug? If so, it's probably fine. To take the cover 
off you have to also remove the central locknut and turn the adjusting screw 
backwards into the lid until it is no longer held in the lid. That screw is 
captive in the shaft that it adjusts.

Grease would have been better, as it will stay in place longer. If you keep an 
eye on your steering arm you will probably see it develop drips over the next 
few months as the gear oil migrates out faster than the old grease did.
