I thought my original injectors came with them but that I removed the caps so they would fit in the seals better, but that was back in about 1971 and it's been a hazy memory for years. Your statement is consistent with the fact that VW issued different inner seals starting in 70, although I never see them for sale nor do I see them in cars. I have a few I bought at a dealer, but I had the impression they were there because they never got used. OTOH, I know I have some black caps. Did the first yellow injectors come with black caps, or were there at least SOME black injectors with caps. Maybe black injectors supplied after the yellow ones were released came with the caps.
