I've never seen one that spins round and round. They have a few tens of 
degrees of motion then a step on the "free" gear hits a mating step in an 
adjacent fixed gear, both nylon. At least that's what I remember.

It is very possible that the clocks in your area suffer from different problems 
than the ones in my area.
