car with rust converter, and then underseal it?

I have plenty of surface rust, but no significant rust holes. I have used
rust converter on many small rust patches, and it seems to work well. I have
also read good things about it.

Bear in mind that I live in a _very_ low-rust climate (Israel), probably
more or less like Texas or somewhere.
