RE: [T3] please identify a part under my back seat

<x-charset iso-8859-1>Hi All, I'm in the process of getting rid of the little bit of surface rust
my pan has before it gets worse, after removing the lower portion of my back
seat I noticed this ring that looks like one to hold the coil (on the
engine).  It would appear like it's supposed to be there but it's not
holding anything?!  Can someone tell me what it is and what's supposed to be
in it?

Also I have 2 wires coming into that rear compartment by the battery that
end in ring connectors, one is white, one is red.  They are coming from the
engine area but aren't attached to anything on either end.  Any ideas?!
