If there is not enough current, then it won't trigger. Next time this happens, try pulling out your 4-way flasher and see if that brings back the interior lights. If it does, you just need a bit more current to make it work. If this is the problem, the first thing you might want to do is check that you have the right bulbs. The wrong bulbs in there can draw less current and lead to this. The other thing that can cause this is too much resistance in the circuit. This is typically in the ground side. Extra resistance here will reduce the amount of current that even the proper bulb will draw.
