Go to national semiconductor's homepage at www.nsc.com and search for tachometer or pulse frequency counter or something like that... I've checked it out before and would do it again, except for that when I just checked their site is down :-(. Once it's up and if you don't mind a bit of soldering, I can make up a little schematic for you if you like...
