Should I consider it good? Try it! If the "copper flangy thing" in the pressure sensor has any tears, it won't work right. BTW, I don't think your hard starting is related to fuel pressure. Maybe your fuel pump has a leaky check valve. Or there's a leak somewhere else in the system that lets air in. Try priming the fuel lines before starting by turning the key off/on a few times to build up pressure.
