[T3] fuel problems

hello again,
well- my fuel problem has been off and on-
i replaced ALL the fuel lines and found that the culprit was probably the
gas tank breather tube (that connects near the outside gas cap. the hose was
broken in half, dirt and water were getting in, and the gas fumes were
coming out- fixed that line and now i don't have that strong gas smell.
the car worked- then died again, this time i thought it was the starter, got
under the car, re-attached the postive wires to the starter and it worked.
then it died. pop-started it and brought it to my mechanic- they run tests
on the car, the battery isn't recharging! ok, not the generator but the
voltage regulator is burned out (and black!)- so they replace it and it
works- i also explain the previous fuel problems and ask them to show me
where the fuel pump is, they do (as the car was already jacked up) and they
say that they've never seen a fuel pump like this one- the fuel pump is in 2
parts, one large cylinder and one smaller cylinder below it- both have oil
leaks on them (i don'y know where that's from) - but they said not to worry
about it...
today, the car dies again on my way to school (i teach) and i have to push
it took the gas station- get out of class, get back to the car and try to
suck fuel from the gas lines to re-start the car, and nothing- so, i spend
about 30 minutes pushing the car home (for the third time in a month).
needless to say, i'm frustrated.
i'm guessing that there is probably debris in the tank and i'm going to have
to take it out and clean it- but i'm wondering if the fuel pump is also part
of the problem, it appears to be a "sealed" fuel pump. also, the car was
changed from f1 to dual carbs before i purchased the car and i don't know if
this is the incorrect fuel pump? any advice would be much appreciated...
