<x-charset iso-8859-1>might be worth a look to see if there is a vacume port that is not connected
on that carb and venting to atmos.
check the gasket between manifold and head and manifold and carb as
well. these can leak if reused .
phsically try to close the butterfly with your fingers to see if the
shaft is a bit gummed up and not allowing it to close completely . good
