There is a tap on the fuel loop in the engine compartment to hook a pressure gauge up to. It is easy and common to "repair" these pumps and end up with something that seems to be working but does not put out any pressure. It could also be lack of flow from the tank (clogged screen or filter) or water in the gas, also common if the overflow hose is cracked (100% certain.)
