To clarify, the steel wires, or bows, were supplied in every new type 
3 as original equipment. The people who make replacement 
headliners know how this works and their replacements are made 
to work with the OE bows, which are easily reused. The only way 
that a headliner could be put in without the bows would be if the 
person who installed them did not take the time to just put the 
bows back in. It could be either ignorance or lazyness, but either 
way it boils down to human error.
